Roger Dale Sampley III, 36, was taken into custody at 12:37 p.m. Monday, July 4, for continuous violence against the family.

According to the probable cause affidavit, at 11:33 a.m. officers were dispatched to the 200 block of W. Lafayette for a possible physical disturbance. When officers arrived they spoke with the victim who said Sampley had struck her in the head more than three times and grabbed her by the neck. Officers observed a laceration on her lip, right side temple, and contusions on the right and left side of her neck, on her left check under her left eye, and on the left side of her chest.

Sampley had left the residence when the victim called police, but they learned he was in the 400 block of S. Jackson. Officers went there and placed him into custody for assault family violence. He was charged with assault family violence on Feb. 10, 2022, and due to that being the second charge of family violence in a period of less than 12 months, the charge was enhanced to continuous violence against the family, according to the report.

He was transported to Wichita County jail.

Baby Frank Riley, 39, was taken into custody at 2:38 a.m. Tuesday, July 5, on charges of unlawful restraint.

According to the probable cause affidavit, at 2:13 a.m. officers were dispatched to the 500 block of W. Smith for a possible disturbance. When officers arrived they made contact with a male subject standing at the door, later identified as Riley. Riley advised his girlfriend wanted to leave with his kids and he stated that was not happening. As officers were speaking with Riley a female and multiple young children were standing behind him wanting to leave the residence. Officer asked Riley multiple times to step outside of the house and he advised, “no I am not going to be tricked.” The female advised officers that Riley was highly intoxicated. Officers asked Riley one more time to move out of the doorway and he stated “no.” Officers physically removed him out of the doorway so the female and children could leave the house safely.

He was charged with unlawful restraint and transported to Wichita County jail.

At 11:51 a.m. Tuesday, June 28, a subject entered the police department to report that his 1996 Dodge Ram pickup was stolen out of Wichita Falls and has been spotted in Iowa Park. Officers spoke with the subject, Joseph Wayne Bailey, 23, and while talking with him dispatch advised them he had a Tarrant County warrant for purchasing/furnishing alcohol to a minor. He was transported to Wichita County jail.

At 6:21 p.m. Tuesday, June 28, officers took Ronald Christopher Cox, 39, into custody in the 800 block of N. Fourth St. on two local warrant commitment orders for driving while license invalid and no insurance. He was transported to Wichita County jail.

Danielle Jo Johnson, 27, was taken into custody at 10:33 a.m. Monday in the 1000 block of W. Highway on a Wichita County warrant for harassment, after officers responded to the residence for a report of a disturbance. Officers responded after the reporting party advised his ex-girlfriend was destroying property at the residence and “acting insane.”

Wednesday, June 29

12:21 a.m. - Officers checked on a vehicle in the 800 block of Texowa. Dispatch contacted vehicle owner who advised her adult daughter is driving her car and she doesn’t know why she would be at that location. Officer advised subject located with two other juveniles. Vehicle owner advised her grandson took the vehicle and he did not have permission to take it and she wants to report it stolen. Two citations for curfew violation were issued and all juveniles released to parents. The unauthorized use of a motor vehicle actually happened in Wichita Falls and the vehicle owner was referred to the Wichita Falls Police Department if she wants to pursue changes.

8:46 a.m. - Animal control advised out on follow-up in the 500 block of W. Alameda. Animal control advised of three adult dogs and eight puppies at the residence. The residents were advised of the city ordinance.

Thursday, June 30

8:12 a.m. - Reporting party advised he was bitten by a feral kitten in the 100 block of E. Valley. He advised the kitten had gotten into the engine of his vehicle. He stated he has the kitten. Animal control impounded the kitten.

9:11 a.m. - Wichita County Sheriff’s Office advised of a child that had fallen into a pool in the 2300 block of Peterson Rd. and the family was transporting the child to Iowa Park Clinic by private vehicle. Iowa Park EMTs responded and set up a landing zone for Air Evac.

10:21 a.m. - Reporting party advised he was riding his bicycle in the area of SE Access Rd. and Bell Rd. and three Pit Bull dogs chased him and bit the tires on his bicycle and knocked him off. Animal control responded and talked with the owner of the dogs.

12:29 p.m. - Reporting party advised he found a weed eater in the roadway in the 200 block of E. Bank. Officer took possession of the weed eater. A company had posted on social media about losing that piece of equipment. Dispatch contacted the company and advised they could pick the equipment up at the police department.

2:03 p.m. - Reporting party advised there was a group of adults and children refusing to leave the 800 block of N. Fourth St. when asked to leave. Officers responded and subjects left the pool.

3 p.m. - Reporting party advised of a subject going door to door in the area of Third St. to get homeowners reports. When the reporting party asked to see his permit, he left the property. Officers located the subject on Alameda and advised the subject is with a service provided and he was advised of city ordinance.

8:59 p.m. - Reporting party advised of two teenagers that set off fireworks in the 100 block of W. Garden Officer responded and searched the area, but unable to locate.

Friday, July 1

8:43 a.m. - There were several reports of grass fires on US 287 from Burnett Ranch Rd to Peterson Rd. A total of nine fires.

11:05 a.m. - Iowa Park officers assisted DPS Troopers with a traffic stop on US 287 and Bell Rd. DPS had five subjects detained. They requested Iowa Park EMTs and an ambulance. Two Iowa Park officers transported a total of four subjects to Wichita County jail and the fifth subject was transported by ambulance and a trooper rode with them. Iowa Park officer picked up the trooper at the hospital and took him to the law enforcement center.

12:18 p.m. - Reporting party advised her husband has gone “crazy” in the 200 block of W. Ruby. Officers responded and advised the female left the residence. Verbal only.

1:12 p.m. - Reporting party advised of a male subject parked in the employee parking in the 100 block of W. Park and he had his head down. The reporting party advised they didn’t really want the subject in the employee parking. Officers unable to locate the vehicle.

6:24 p.m. - Reporting party requested to speak with an officer about her son taking home a possible stolen motorcycle. Officers could not find any record the motorcycle was stolen.

7:49 p.m. - Reporting party advised her daughter was talking to a male subject on snap chat and he made comments about killing someone and videoing it and sending it to her. The mother told the daughter to screen shot the conversation. She requested officers to look at it so if something were to actually happen they would not be an accomplices. Officers spoke with both parents. No one wanted to file any charges. Parents want to handle it.

9:04 p.m. - Reporting party advised he caught a juvenile on the roof top of Bradford and chased him off. Reporting party advised he left the location, but requested officers check the area and make sure no one else was there. Officers responded and did not locate anyone else.

10:53 p.m. - Reporting party called 9-1-1 to report his wife missing. She went for ice three hours before and had not returned home. He tried contacting her, but has not heard from her. Dispatch contacted the missing person who stated she was fine, she left to de-escalate an argument. She stated she had to leave the “domestic abuse.” She said the will handle the situation the following morning.

Saturday, July 2

6:42 a.m. - Reporting party advised of someone setting off fireworks in the area of the 1700 block of Access Rd. Officers advised out in the 1600 block of Yucca. Officers requested the fire department to respond for smoke coming from the garage window. The garage was full of smoke, but no fire. One citation issued for city ordinance discharging fireworks in the city limits. 10:39 a.m. - Reporting party advised someone painted graffiti on her fence and her neighbor’s fence in the 1300 block of Westridge.

2:06 p.m. - Reporting party advised he believes his friend is missing. The last time he spoke with him was around 3 a.m. he had left a group he was with on foot in fear of his life. Officers responded to US 287 near the rest area and contacted Wichita County Sheriff’s deputies to handle the situation because it is outside city limits.

2:16 p.m. - Iowa Park VFD dispatched to the 1600 block of Douglas for a car fire. There were two additional vehicles close by and the grass by the car was catching on fire. Officers also evacuated residents from the house that was directly in front of the car fire. Subject drove on a flat tire back to the residence and it started the fire.

2:29 p.m. - Reporting party advised of a two vehicle accident at Colorado and Washington. No injuries, but needed the EMTs to check a baby that was in one of the vehicles.

7:04 p.m. - Reporting party requested officers look at her vehicle because she believes someone spray painted it. Officers responded to the 1300 block of Westridge. Requested a case number for criminal mischief.

7:40 p.m. - Report of a small grass fire in the 900 block of Horseshoe Lake Rd.

8:42 p.m. - Reporting party advised of a male subject walking on Bell Rd. Subject appeared to be sweating and really tired. Requested officers to check on him. Office gave subject a courtesy ride to FM 369 and a WC deputy picked the subject up and gave him a ride into Wichita Falls.

9:24 p.m. - Reporting party advised of a vehicle on the east side of Gordon Lake with his bright lights on and requested officers tell him to turn off his lights because he can’t see. Officers unable to locate vehicle.

9:32 p.m. - Officer out in the 700 block of E. Texas for someone shooting off fireworks. Officer advised them to cease or citations would be issued.

9:37 p.m. - Officer out in the 400 block of E Magnolia for subjects discharging fireworks. Officer advised residents of the city ordinance.

9:40 p.m - Reporting party advised three teenage boys ran across her yard from the side of her house in the 1200 block of Richland when she walked outside. Officer responded but unable to locate. 10:14 p.m. - Multiple calls for fireworks citywide. Officers

11:17 p.m. - Reporting party advised his son notified him of a disturbance in the 1000 block of W. Cornelia involving a pistol, and his son was hit in the face. Officers requested EMTs to stage down the street. Officer advised no medical needed, parent on scene and no firearms involved. Fight between juveniles. Officer responded to the 700 block of W. Aldine Ct. speaking with other juvenile involved. No one wanted to pursue charges.

11:40 p.m. - Reporting party advised of a neighbor behind her residence in the 1200 block of Newman was shooting fireworks and they are going over her house. A second call advised a neighbor in the same area is shooting off fireworks in their front yard. Officers unable to respond immediately because of the previous call. The first reporting party called back and advised she went to the neighbor’s residence and “had words” with homeowners. They stated that if they caught her yard on fire, they would just pay the fine. No fireworks seen after that.

Sunday, July 3

11:07 a.m. - Reporting party advised part of her electric is out at her house in the 700 block of E. Cash and she needs help. Officer responded and assisted in getting everything working.

9:22 p.m. - Report of fireworks being discharged on Aldine. Officers unable to locate.

9:35 p.m. - Report of fireworks in the area of E. Texas. Unable to locate.

9:38 p.m. - Report of fireworks going off in the area of Garden St. Officers responded and advised the fireworks were outside the city limits.

Monday, July 4

12:59 a.m. - Reporting party advised her husband threatened to kill her son and left the house. Officers responded to the 200 block of W. Ruby and reporting party does not want to file charges. At 3:28 a.m. the reporting party called back and advised her husband is at the neighbors house and they told her he was going to break into the shed.

7:57 a.m. - Reporting party advised her and her husband got into an argument and he left the residence. Officers responded and advised everything okay.

8:34 p.m. - Several reports of fireworks city wide including Harley Ct., Edgehill, 700 block of W. Rebecca, and 300 block of W. Crystal. Officer confirmed fireworks were being shot off in the street on Rebecca. Verbal warning given.

11:12 p.m. - Reporting party advised of an abundance of snakes being killed in the 1500 block of N. Pacific. The last one being a baby and thought to be poisonous.

11:27 p.m. - Officer advised the automated car wash going off by itself. Owner contacted and en route.
