Free Citizenship Classes in Harris County: October Schedules and Help

Harris County Public Library Maintains Free Classes in October in Humble, Houston, Galena Park, North Channel, and Online to Prepare for the Naturalization Exam and Interview.

Harris County Public Library (HCPL) will offer free classes in October to prepare for the naturalization exam and interview at various county branches and through an online option.

The schedule includes sessions at Octavia Fields, High Meadows, Galena Park, and North Channel, in addition to the virtual Pathway to Citizenship program. Availability and registration requirements vary by site.

The courses cover civics, United States history and government, as well as preparation for the English and interview portions of naturalization. HCPL provides the classes and study materials at no cost.

Octavia Fields will have classes on Wednesday afternoons

Octavia Fields Branch Library has sessions on Wednesdays October 7, 14, 21, and 28, from 5:30 to 7:00 p.m.

The library is located at 1503 South Houston Ave., Humble, TX 77338.

The program covers the citizenship process, civics and U.S. history, as well as the reading, writing, and English components related to the exam.

High Meadows and Galena Park will have classes on Thursdays

High Meadows Branch Library holds sessions on Thursdays October 1, 8, 15, 22 and 29, from 11:00 a.m. to 12:30 p.m.

The site is located at 4500 Aldine Mail Route, Houston, TX 77039. The program requires registration and an English assessment prior to entering the class.

Galena Park Branch Library has the same October schedule: 1, 8, 15, 22 and 29, from 11:00 a.m. to 12:30 p.m., at 1500 Keene St., Galena Park, TX 77547.

As of September 30, HCPL shows full registration for the Galena Park sessions. The course is part of a 10-week program and requires participants to commit to the full series.

HCPL also offers an online citizenship class

The Pathway to Citizenship program allows you to prepare from home through virtual sessions on Thursdays.

During October, classes are scheduled for October 1, 8, 15, 22, and 29, from 7:00 to 8:30 p.m.

The free course is part of a 12-week series to prepare for the naturalization interview and civics exam. An English assessment is required to enter.

North Channel will have classes on Saturdays in October

North Channel Branch Library also hosts citizenship preparation sessions on Saturdays October 10, 17, 24, and 31, from 10:00 a.m. to 12:00 p.m.

The library is located at 15741 Wallisville Road, Houston, TX 77049.

Capacity is limited. HCPL recommends calling 832-927-5550 to check availability before attending.

The classes prepare for the naturalization exam and interview

HCPL’s citizenship courses are taught by trained volunteers and are designed for adults preparing for the naturalization process.

Depending on the program, the classes typically meet once or twice a week for about 10 to 16 weeks.

Topics may include:

  • principles of American democracy;
  • the government system;
  • citizen rights and responsibilities;
  • U.S. history;
  • geography;
  • national symbols;
  • holidays;
  • reading, writing, and English for the exam;
  • preparation for the naturalization interview.

The classes are free, and HCPL provides study materials at no cost.

Participation in the course does not grant citizenship nor automatically cover the costs of a naturalization application.

The exam depends on when the N-400 form was filed

USCIS currently uses two versions of the civics exam, and the applicable version depends on the date the N-400 form was filed.

The 2008 version applies to applications filed before October 20, 2025. Its question bank contains 100 questions, and during the interview up to 10 may be asked; six correct answers are required to pass.

Applications filed on or after October 20, 2025 use the 2025 version. This exam contains up to 128 possible questions; the officer may ask up to 20, and at least 12 correct answers are required.

USCIS maintains the official 128 questions and answers for the 2025 version.

There are also exceptions and special rules related to age, length of permanent residency, and certain medical conditions. The situation of each applicant should be reviewed according to the rules applicable to their case.

Harris County maintains a toll-free citizenship line at 1-833-468-4664 to connect residents with organizations that offer support during the naturalization process.

Network services may include:

  • free legal consultations;
  • assistance completing naturalization applications;
  • preparation for the exam and interview;
  • representation during the naturalization interview;
  • information about possible resources to cover costs related to the application.

Among the partner organizations are BakerRipley Immigration & Citizenship Services, Justice for All Immigrants, Galveston-Houston Immigrant Representation Project, and Tahirih Justice Center.

HCPL clarifies that the library does not directly issue vouchers to pay naturalization fees. The county line can provide information about other resources available.

The classes do not replace immigration legal advice

HCPL’s courses focus on academic preparation for the exam and the interview but do not determine whether a person meets the legal requirements to apply for citizenship.

Questions about eligibility, immigration history, extended travel outside the country, criminal records, exceptions, or other particular circumstances should be reviewed with a professional authorized to provide immigration advice.

HCPL will continue offering sessions in October, but some courses require prior registration or are already full. Before attending, check the availability of the chosen site on the library’s calendar.
