Harris County Offers Priority Pass for Faster Vehicle Registration Renewal

Eligible Priority Pass Holders Can Verify Their Documents Before Visiting a Tax Office and Receive a Code for a Special Window

Residents of Harris County who need to renew their vehicle registration in person can now start verifying their documents online and reduce the wait time at the county tax offices.

The service, called Priority Pass, allows uploading the driver’s license, proof of insurance, and the emissions test before the visit. Once the process is completed, the owner receives by email a barcode code to register at a special window.

Priority Pass does not make the renewal process fully digital. The driver still must go to a Harris County Tax Office branch to complete the renewal and pay the applicable fees.

Who Can Obtain a Priority Pass?

The service is available to Harris County residents who are the owners of the vehicle they wish to renew.

To apply for the pass you need:

  • A current Texas driver’s license with a Harris County address.
  • A current Texas vehicle insurance.
  • A policy that covers both the vehicle and its owner.
  • An approved and valid emissions test, when applicable.

The driver’s license with a local address is a specific requirement of the Priority Pass. The service does not include other identifications among the documents accepted for this pre-verification.

How to Apply for the Priority Pass

The process is carried out on MyHarrisCountyTax, the official platform of the Harris County Tax Office.

  1. Log in or create a profile.
  2. Select “Priority Pass”.
  3. Choose “Vehicle Registration Renewal”.
  4. Enter the year, make, model, and Vehicle Identification Number (VIN).
  5. Provide the owner’s name and email address.
  6. Indicate whether the vehicle has an emissions exemption.
  7. Select the month and year the registration expires.
  8. Upload and verify the driver’s license, vehicle insurance, and emissions test, if applicable.
  9. Submit the application.

The Priority Pass code will be sent to the email provided during the process. When visiting a branch, the driver must present the barcode and register to receive service at the special window.

The code can be used at any Harris County tax office branch.

Harris County Vehicles Still Need the Emissions Test

As of January 1, 2025, Texas non-commercial vehicles no longer need to pass an annual safety inspection before renewing their registration. However, vehicles registered in Harris County still must undergo the emissions test when applicable.

Harris is part of the 17 counties in Texas that maintain this requirement. Inspections for commercial vehicles were not eliminated either.

The Process Must Be Completed In Person

Priority Pass is aimed at owners who need to visit the Harris County Tax Office and want to verify their documents before arriving. The pass does not replace the state’s online renewal options nor does it waive the fees and vehicle requirements.

Those who can complete the entire renewal digitally should compare the available options before applying for the pass. Conversely, those who require in-person assistance can use it to prevent the initial document review from lengthening their visit.
