Houston Pet Adoption Program

The BISSELL Pet Foundation, a national animal welfare organization dedicated to ending pet homelessness, is celebrating the 10th anniversary of its iconic event “Empty the Shelters®” with a nationwide reduced-fee adoption initiative that will take place from May 1 to May 17, 2026.

The Houston City Shelter and Adoption Center (BARC) is proud to participate in this nationwide event, joining more than 335 shelters in 39 states to help pets find loving homes. During the event, the BISSELL Pet Foundation will subsidize adoption fees for cats and dogs, making it more affordable to welcome a new pet into the family. All pets are spayed or neutered, vaccinated and microchipped.

Costs will be:

$55 for four-month-old puppies or younger

$30 for dogs five months and older

$10 for all cats and kittens

Adoption fees include the spay or neuter surgery, deworming, age-appropriate vaccines, rabies vaccine, flea prevention, microchip for the pet and a one-year pet record with the City of Houston.
