City’s Initiative accepts proposals from artists, creatives, organizations, and projects with fiscal sponsorship. The selected activities must take place between January and December 2027.
Artists, creatives and organizations based within the boundaries of the City of Houston have until Saturday, September 26, 2026 at 11:59 p.m. CT to apply for grants of up to $10,000 for artistic and cultural projects.
The third round of City’s Initiative, administered by Houston Arts Alliance, will fund activities that take place between January 1 and December 31, 2027. The call accepts applications from individual artists and creatives, organizations, and projects that operate with a fiscal sponsor.
Projects can receive up to $10,000
City’s Initiative funds new or special projects that involve the public and contribute to Houston’s cultural identity and tourism.
The proposals should not simply be part of the applicant’s regular programming, annual calendar, or recurring activities.
The funds may cover expenses directly related to the project, including artist fees, materials, production, marketing, and a reasonable compensation for the applicant themselves when doing artistic work or managing the project.
The City of Houston funds the program through revenues from the Hotel Occupancy Tax, allocated in part to cultural and tourism activities.
The proposals must fit into one of three areas
Each City’s Initiative application must focus on one of these three categories:
- Art + Neighborhood & Cultural Destinations: projects that involve residents of a specific neighborhood or community through at least one artistic or cultural activity in that area.
- Art + Disaster Resilience Awareness: cultural initiatives that help raise awareness and preparedness for floods, hurricanes, climate crisis, power outages, environmental justice, or other risks.
- Art + Conference Tourism: projects linked to conferences that incorporate cultural experiences, Houston artists, or artistic attractions for visitors and residents.
For the neighborhood category, for example, the project must directly highlight or involve the chosen area, its history, its residents, or its contributions to Houston.
Applicants need a physical address within Houston
All applicants must submit documentation proving a physical address within the City of Houston. P.O. boxes are not accepted.
Artists and creatives applying as individuals must be at least 18 years old.
Organizations and fiscal sponsors must have tax-exempt status under section 501(c)(3). Tax-sponsored projects also have additional requirements related to the sponsor and the agreement between the parties.
Among the documents an individual applicant can use as proof of residence are:
- Texas driver’s license or valid identification;
- Residential or studio lease agreement;
- Current deed or mortgage;
- Bank statement;
- Insurance policy or statement;
- Electric, water, gas, internet, cable, or phone bill;
- Government agency correspondence dated during 2026.
The legal name on the document must match the name used in the application profile.
Each project requires a public activity
Proposals must include a presentation or activity in which the public can participate or interact with the artwork.
Eligible activities include exhibitions, music, dance or theater performances, film screenings, readings, festivals, live-streamed concerts, artist talks, and other participatory activities.
Posting a single artwork on social media, uploading a video with no interaction, or installing a mural without an associated public activity does not by itself meet this requirement.
The funded in-person events must take place within the boundaries of the City of Houston and be available to the general public.
Awards, private parties, and expenses outside Houston do not qualify
City’s Initiative excludes several types of activities and expenses.
The funds may not be used for competitions, cash prizes, scholarships, fundraising events, private parties, athletic activities, or programs restricted to exclusive audiences.
They also cannot be used for activities outside the boundaries of Houston, to cover debts or fines, to pay the applicant’s own professional training, or to purchase a single piece of equipment or material costing more than $250, except for certain project-related rental costs.
Houston Arts Alliance will hold a final Q&A session on September 23
Applicants will still have an opportunity to ask questions before the deadline.

No extensions are granted, and incomplete or late applications may be excluded from consideration.
