The Internet and the Dangers to Minors

The dangers for minors on the internet are present at every moment and in various ways. Taking as a starting point the arrest of a lieutenant of the Houston Police Department (HPD) who was arrested and relieved of his duties, after authorities stated that he sent sexually explicit images to an undercover detective who was online posing as a teenager.

The man is Lieutenant Quoc Viet Ngo, 50 years old, who was detained by the Houston Police and the Harris County Sheriff’s Office Precinct One while, allegedly, driving to what he believed was the home of a 15-year-old girl with the intention of having sexual relations with her.

Although, in reality, it was an undercover police officer posing as the supposed minor that Lieutenant Ngo intended to visit for sexual purposes. Minors are at great risk, especially if they are not adequately supervised by parents.

Online solicitation of minors constitutes a significant and growing threat; recent data reveal that 1 in 5 children annually receive an unwanted sexual solicitation via the internet.

Reports of online grooming and solicitation have surged: the National Center for Missing and Exploited Children (NCMEC) logged more than 186,000 reports through its CyberTipline in 2023, representing a 300% increase compared to 2021.

At the same time, it is estimated that worldwide, about 12.5% of children, around 300 million, have been subjected to online solicitations, including conversations or requests of an unwanted sexual nature during the last year.  

In a six-month period, reports of online solicitation to the CyberTipline of the NCMEC surged from 292,951 to 518,720 in 2025.

One in 33 children each year receives an aggressive sexual solicitation, which may include requests to meet in person, phone calls, or the exchange of money or gifts.

This crime is classified as a major offense and, in the Houston area, is the frequent target of undercover operations by the Harris County Sheriff’s Office (HCSO), which result in dozens of simultaneous arrests.

Recent statistics and key incidents in Houston/Harris County show that four suspects were arrested for online solicitation of minors during a proactive three-day undercover operation in October 2025.

On the other hand, the records indicate that by 2021, 77 people in Harris County had succeeded in overturning their convictions for soliciting a minor online, or were seeking such relief; among them were teachers and aspiring government office candidates, largely due to changes in the interpretation of the law.

Multiple large-scale undercover operations have shown that many of the victims are generally under 14 years old or younger, and this harassment occurs through social networks.

That is why it is of utmost importance that parents pay attention to what their children do on internet-connected devices. The danger is everywhere at all times and we must look after our children. Always remember to report to the competent authorities.
