Emissions-Subject Vehicles Must Pass the Test Before Renewal. Registration Can Be Processed Online, By Mail, at the Harris County Tax Office, or at Participating Establishments.
HARRIS COUNTY, Texas — Vehicle owners registered in Harris County can renew their registration starting 90 days before the expiration date. Although Texas eliminated the annual safety inspection for most non-commercial vehicles, Harris County continues to require an emissions test for cars subject to the program.
After passing emissions, renewal can be completed online through Texas by Texas (TxT) or TxDMV, by mail, at a Harris County Tax Assessor-Collector’s office, or at one of approximately 200 partner establishments in the county.
The cost depends on the vehicle type and applicable fees. For cars and light pickup trucks, Texas charges a base registration fee of $50.75, in addition to state and local charges that are itemized in the renewal notice.
Renewing the Registration in Harris County in 2026
- From when: 90 days before expiration.
- Safety inspection: no longer required for most non-commercial vehicles.
- Emissions: remain mandatory for vehicles subject to the program in Harris County.
- Insurance: must have current liability coverage.

Harris County Still Requires an Emissions Test
The elimination of the annual safety inspection in Texas did not eliminate emissions testing in Harris County.
Non-commercial vehicles that are subject to the emissions program must obtain a passing result before renewing their registration.
Generally, the requirement applies to gasoline-powered vehicles aged between 2 and 24 years registered in participating counties.
The test must be performed within the permitted period before the registration expires. The state system usually receives the result electronically.
If the result does not yet appear in the system, the owner can use the Vehicle Inspection Report (VIR) so that the inspection can be verified manually at an authorized office.
The Emissions Test Can Cost Up to $18.50 in Houston
Houston-area stations can charge up to $18.50 for the emissions test.
That payment corresponds to the portion received by the station. At renewal, the registration can also include the state portion of the emissions fee and other charges set by Texas.
Diesel vehicles and other categories exempt from the emissions program have different requirements.
Current Insurance Also Comes Into Renewal
Texas requires valid liability coverage to complete vehicle registration.
The state electronically verifies much of the insurance information, but may request a copy of the policy or the insurance card when the system cannot confirm coverage.
For mail-in or in-person renewals, it is advisable to have current proof available.
Online Renewal Can Be Done 90 Days Before Expiration
TxDMV allows renewing the registration online from 90 days before the expiration date.
It may also allow an online renewal up to 12 months after expiration if the owner has not received a citation for expired registration.
The process can be carried out through:
- Texas by Texas (TxT) on the web or mobile app;
- the classic TxDMV online renewal system.
After payment there is a processing period before the sticker is printed. TxDMV recommends allowing up to three weeks for processing and shipping.
The electronic receipt of a successful renewal is generated immediately, but it does not permanently replace the required sticker.
The License Plate and the Last Four VIN Digits Allow Online Renewal
To initiate an electronic renewal, the license plate number and the last four characters of the Vehicle Identification Number (VIN) are normally used.
The owner does not need to wait to receive a printed notice to renew.
If the notice never arrived, it is also advisable to verify that the postal address registered for the vehicle is up to date.
Harris County Has Nearly 200 Partner Locations for Renewal
In addition to the Harris County Tax Office offices, the county has approximately 200 partner locations that sell renewal stickers for cars, motorcycles, and certain trucks.
Among the participants are supermarkets and AAA offices. Availability varies by location.
To use one of these locations, Harris County typically requires the following conditions:
- the registration cannot be more than nine months past due;
- the driver must not have received a citation for expired registration;
- there must be current insurance;
- the vehicle must have an approved emissions test when required;
- the current renewal notice must be presented.
Residents can check authorized renewal locations in Harris County and search options by location.
A Citation for Expired Registration Forces In-Person Processing
A driver who has already received a citation for expired registration cannot use all the standard renewal modalities.
TxDMV requires that those cases be handled in person at the respective tax office and a penalty of 20% of the registration fee may be applied.
Texas allows operating a vehicle up to five business days after the registration expires without a penalty for expired registration. After that period, the driver may receive a citation.
Expired Registration Does Not Change the Renewal Month
Late renewal does not automatically create a new annual date.
When a late renewal is still accepted, the original expiration month remains on the registration.
For example, renewing several months later does not convert the late-renewal month into the new expiration month.
The Renewal Notice Shows the Vehicle’s Total Cost
Texas uses several fees to calculate the final cost.
For a car or light pickup, the base state fee is $50.75. Harris County also charges $11.50 in local fees.
A renewal for a non-commercial vehicle also includes an Inspection Replacement Fee of $7.50, established after Texas eliminated safety inspections.
Vehicles subject to the emissions program may also have a state emissions fee of $2.75. TxDMV also applies a processing and handling fee of $4.75.
The final cost can vary by vehicle type and weight, special plates, inspection status, and other charges. The amount shown on the renewal notice corresponds to the specific vehicle.
Electric Vehicles Pay an Additional Annual Fee of $200
Fully electric cars and light trucks up to 10,000 pounds pay an additional fee of $200 per year during renewal.
The fee does not apply to hybrid vehicles, motorcycles, mopeds, and some other categories excluded by state law.
The New Identification Rules for Renewals Take Effect in 2027
Texas amended in 2026 the identification requirements applicable to vehicle transactions, but the new rules have different effective dates.
The new requirements for initial registrations began on March 5, 2026.
For existing renewal registrations, the change does not take effect until January 1, 2027. During 2026, counties continue processing renewals with the previous identification procedures.
This difference is important because a new registration, a title transfer, and an annual renewal are not the same transaction.
TxDMV Allows Online Renewal and Tracking the Sticker Shipment
Drivers can use the official TxDMV service to renew a vehicle’s registration, review current requirements, and access TxT.
After an online renew, the sticker can also be tracked using the license plate number and the last four digits of the VIN.
